Initial Contract Period: June 19, 2017 through June 30, 2018 (with an option to renew for 3 additional Program Years at the discretion of CSNF).

CareerSource North Florida (hereafter referred to as CSNF), providing workforce services to Hamilton, Jefferson, Lafayette, Madison, Suwannee, and Taylor Counties, issues this Request for Proposals (RFP) to solicit for a One-Stop Operator under the provisions of the Workforce Innovation and Opportunity Act (WIOA, Public Law 113-128).
Description of CSNF One-Stop System
CSNF delivers all programs and services to customers through its One-Stop System. Services are delivered in-person and remotely. CSNF’s service delivery model includes interconnected partners and providers of service. CSNF provides full-service, staffed Career Centers and mobile units, offering services which assist individuals in obtaining employment through individualized employment and training-related activities. This RFP is focused on coordination of services and compliance of the One-Stop Career Centers.
CSNF reserves the right to select none of the responses made to this RFP. Nothing obligates CSNF to pay the cost of Response preparation and submission. This RFP is for a set cost.

PART I: General Instructions

Deadline for Receipt of Responses
Full Responses to this RFP must be received by 4:00 p.m., March 3, 2017. Proposals received after that date and time will not be considered. Please note the time-table listed on the front page of these instructions. Please see front page for all other important dates related to this RFP.

Only electronically transmitted proposals will be accepted. Respondents are responsible for ensuring that proposals meet all the requirements set forth in this RFP, and for ensuring that proposals are received on time.

Contract Period
Contracts will be renewable up to a total of a four-year period of time (three renewals after initial contract), based upon performance, and will be evaluated annually.

One-Stop System
Career Centers managed by CSNF are at the following locations:

  • 705 E. Base Street, Madison, FL 32340
  • 1558 Ohio Avenue South, Live Oak, FL 32064
  • In addition, CSNF deploys 2 Mobile Career Centers to the other 4 counties within the area

Listed below are Required Partners as defined by WIOA. The One-Stop Operator will work under the direction of the local workforce development board and will work closely with partner programs and agencies to monitor coordination of these required partners:

  • Vocational Rehabilitation
  • Division of Blind Services
  • All public Adult Education programs within the service area

One-Stop Center Review
Career Center reviews/tours will be made available to interested and qualified respondents. Respondents that wish to review the Career Centers must state such in an email to rfp@careersourcenorthflorida.com prior to February 1, 2017. Times and dates of requested reviews will be mutually decided upon between the respondent and CSNF management.

Who May Apply
To comply with WIOA, a One-Stop Operator must be one of the following types of entities: An institution of higher education; an employment service State agency established under Wagner-Peyser; a community-based organization, nonprofit, or intermediary; a private for-profit entity; a government agency; another interested organization which may include a local chamber of commerce or other business organization, or labor organization; a Local WDB, with the approval of the chief-elected official and the Governor.
Elementary and Secondary schools are not allowed to submit a proposal. Additionally, if the entity that has been debarred, suspended, or otherwise determined to be ineligible to receive funds by an action of any governmental agency; or the entity has not complied with an official order of any agency of the State of Florida or the United States Department of Labor to repay disallowed costs incurred during its conduct of projects or services; or the entity’s previous contract(s) with CSNF have been terminated for cause; or the entity’s name appears on the State’s convicted vendor list; or for any other good and just causes, the entity will not be considered and should not submit a proposal.

RFP Evaluation
The Review Tool that CSNF will uses to perform the review and rating will be provided on CSNF’s website beginning February 1, 2017.
The review of the written response to this RFP will be conducted by CSNF staff with completion scheduled for April 24-28, 2017.
All respondents who are considered to be responsive to the RFP directions MAY BE scheduled for interviews at CSNF’s discretion.
Review will be done by CSNF’s Executive Committee and is scheduled for completion by the week of May 15, 2017.
Final Board Approval will take place May 25, 2017.

Deliverable-based contract
CSNF intends to award a deliverable-based contract to one organization that provides One-Stop Operation services. The contract will contain the following set deliverable and invoicing schedule:

July-Sept 2017
· Provide a completed One-Stop Credentialing Tool
· Review MOU’s and make contact with all entities
· Initial Report of Coordination with Required Partners (template to be developed with CSNF staff)
· Special project regarding One-Stop Required Partners (Meeting, Data Gathering, Staff Training, etc. as developed with CSNF)
· Submit report(s) by October 20, 2017
Oct-Dec 2017
· Provide report regarding CSNF’s compliance with Department of Economic Opportunity’s Administrative Policies 2.05 and 2.06 (template to be developed with CSNF staff) and provide related monitoring tools
· Conduct research and provide Report of Coordination with Required Partners
· Special project regarding One-Stop Required Partners (Meeting, Data Gathering, Staff Training, etc. as developed with CSNF)
· Submit report(s) by January 20, 2017
Jan-Mar 2018
· Provide a completed One-Stop Credentialing Tool
· Report of Coordination with Required Partners
· Special project regarding One-Stop Required Partners (Meeting, Data Gathering, Staff Training, etc as developed with CSNF)
· Submit report(s) by April 20, 2017
Apr-Jun 2018
· Provide report regarding CSNF’s compliance with Department of Economic Opportunity’s Administrative Policies 2.05 and 2.06 (template to be developed with CSNF staff) and provide related monitoring tools
· Conduct research and provide Report of Coordination with Required Partners
· Special project regarding One-Stop Required Partners (Meeting, Data Gathering, Staff Training, etc. as developed with CSNF)
· Participate in evaluation of service and potential contract extension
· Submit report(s) by July 20, 2017

Failure to meet deliverables or achieve desired outcomes may result in contract cancellation or re-negotiation.

Assurances and Certifications
Per requirement of all contracts issued by CSNF, the following assurances and certifications will be required:

  • Certification Regarding a Drug-Free Workplace;
  • Certification Regarding Lobbying;
  • Certification against Conflict of Interest;
  • Certification regarding Debarment, Suspension, and Other Matters;
  • Sworn Statement under section2831/133(3)(A), Florida Statutes on Public Entity Crimes; and
  • Equal Employment Clause.


Appeal Procedures
Any organization that submits a Proposal to CSNF will receive fair and unbiased consideration. In accordance with the CSNF regulations, respondents who are denied funding have the right to appeal. Proposers wishing to appeal the decision of the CSNF Board should submit a letter of protest to the following email box within 10 days of the final decision:

Part II: Scope of Work
One-Stop Operator (OSO) will physically monitor CSNF’s one-stops (full-service, satellite, and mobiles) to ensure compliance with state and federal legislation, guidance, and other requirements. This includes, but is not limited to resource room requirements, State and Federal required postings, operating hours, staff development requirements (certifications and CEU’s), and activities provided by the Career Center. The OSO will also ensure Americans with Disability Act (ADA) and Equal Employment Opportunity (EEO) compliance by inspecting the one-stops and activities. Additionally, the OSO will ensure all MOU’s involving the one-stop are upheld and information on all required partners are prominently displayed.
To ensure compliance with WIOA, the OSO will also coordinate service delivery with the required one-stop partners. This may include but is not limited to supplying the one-stops with information (publications, brochures, web links) from each partner, reporting on coordinated efforts (meetings, mutual customers, shared resources) and coordination of staff training.
The OSO will provide a quarterly written report including checklists, monitoring tools, or other documentation agreed upon with the Board, and meet with the CSNF’s Leadership Team to make recommendations for improvement.

Part III: Submittal Package
This Submittal Package must be submitted in its entirety.

Contents of Package

  1. Cover Page

Must include the following: Legal Organization/Entity Name, Address, FEID Number, Unemployment Insurance Number, Dunn & Bradstreet Number, CAGE Numbers, and Primary Contact (including name, title, phone number and email address).

  1. Qualifications and Experience of Business
  • Describe the organization’s mission and history.
  • Summary (no longer than 3 pages, 12 font) of Business involvement in providing operational services as they relate to the contents of this RFP. List dates and locations.
  • Supporting documentation as proof of your ability to operate workforce programs. Include letters of recommendation from any workforce boards in which you may currently, or have provided operational services.
  • Listing of Organizational Experience.
  • Outline the organization’s experience in facilitating workforce operations, programs and partnering agencies/programs. Explain your experience in working in rural areas, and highlight any experience you may have working in rural North Florida. Provide a brief description, funding sources, performance information, and references.
  • If you have not provided One-Stop Operations in the past, outline programs that provide similar services in which you have been involved over the last three years.
  • Organizational Chart that details flow, parent company, support levels.
  1. Response Summary
  • Summarize the Response.
  • If the Response represents a joint submittal by more than one agency or organization, list all partners and briefly describe the role of each in service delivery.
  • List the individual with the authority to negotiate and bind the respondent to a contract. Include: name, title, organization represented, full mailing address, full e-mail address, and telephone number.
  • List the individual who is usually available to answer questions about the Response. Include: name, title, organization represented, full mailing address, full e-mail address, and telephone number.
  1. Description of Staff Qualifications
  • Summary of staff qualifications
  • Resumes of Management and top Supervision Staff (Local and Corporate)
  • Resumes for proposed staff to be assigned to this project
  • Explanation of contributing factors of all coordinating organizations if your response includes more than one organization
  • A list of three references that includes agencies and individuals with first-hand knowledge about the organization’s performance in regards to organizational operation. Each reference should include a current email address and telephone number.
  1. Work Plan

Describe how the organization will provide the services requested by CSNF above. Include specifics for communication, physical observation, partner contacts, reporting mechanisms, and any other pertinent activity.
