Individuals having served in the U.S. Military and Eligible Spouses are entitled to Priority of Service at all CareerSource North Florida centers. From the point of intake, the Veteran and Eligible Spouse are given priority access to a variety of services and programs designed to help them gain meaningful employment.
Please identify yourself as having served in the U. S. Military or Eligible Spouse when visiting any of our centers!
Veteran: A person who served at least one day in the active military, naval, or air service, and who was discharged or released under conditions other than dishonorable, as specified in 38 U.S.C 101(2). Active service includes full-time Federal service in the National Guard or a Reserve component. It does not include full-time duty performed strictly for training purposes, nor does it include full-time active duty performed by National Guard personnel who are mobilized by state rather than federal authorities.
Eligible Spouse: The spouse of:
- A veteran who died of a service‐connected disability.
- A member of the Armed Forces serving on active duty who, at the time of application for the priority, is listed in one or more of the following categories and has been so listed for a total of more than 90 days:
- Missing in action.
- Captured in the line of duty by a hostile force.
- Forcibly detained or interned in the line of duty by a foreign government or power.
- A spouse of any veteran who has a total disability resulting from a service‐connected disability, as evaluated by the Department of Veterans Affairs, or
- A spouse of any veteran who died while a total, service-connected disability was in existence.
There are eleven Significant Barriers to Employment that would indicate a referral to a DVOP if an individual also meets the program definition of “Eligible Person” or “Eligible Veteran” in accordance with 38 U.S.C. Chapter 41 § 4101 (5); Chapter 42 § 4211 (4) that include:
- Special disabled or disabled veterans
- Homeless, as defined in Section 103(a) of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11302 (a));
- A recently-separated service member, as defined in 38 U.S.C. 4211(6), who at any point in the previous 12 months has been unemployed for 27 or more consecutive weeks;
- An offender, as defined by WIA Section 101(27), who has been released from incarceration within the last 12 months;
- Lacking a high school diploma or equivalent certificate; or
- Low income Additional Special Populations include (as defined in VPL 03-19);
- Any veteran ages 18 to 24 (as defined in VPL 04-14 and TEGL 20-13);
- Vietnam-era Veterans (as defined in VPL 03-19);
- Transitioning members of the Armed Forces who have been identified as in need of intensive services (now referred to as Individualized Career Services) (as defined in VPL 03-19);
- Members of the Armed Forces who are wounded, ill, or injured and receiving treatment in military treatment facilities or warrior transition units; and (as defined in VPL 03-19);
- Spouses or other family caregivers of such wounded, ill, or injured members(as defined in VPL 03-19).
